The Delaware County Office of Homeland Security and Emergency Management is planning a Hazardous Materials exercise on Monday October 31, 2011. Although mildly silly on first reading the exercise is actually an extraordinary and creative scenario for evacuation tests involving the stressing of contamination protocols.
